National Holidays: Monday, February 28th and Tuesday March 01st, Carnival

River Paraná Draft:

INA, the National Water Institute has issued it’s medium and long range forecast.

Please find attached our Report for the coming months (February into mid-April).

Weather conditions remain very dry over the whole River Paraná catchment area, South East Brazil, Paraguay, Eastern Bolivia and Northern Argentina.

Grain volumes:

There is a lot of speculation in the grain markets. Dry weather, that is affecting every aspect of life in Argentina and the surrounding countries, is expected to reduce the overall volume of grain for the coming maize, soya and sunflower seed harvest that starts late April. Reasonable forecasts now talk of 50 million tons of maize, 40 million tons of soya and 3.5 million tons of sunflower seed as the total yields. At the same time the dark and pessimistic forecast that were used by markets when the wheat harvest was being traded were basically wrong and Argentina found itself with an all time record wheat harvest of over 22 million tons. Let us count our eggs when they hatch.

Grains Markets and Trading:

Jordan has purchased 60,000 mt of feed barley, optional origin. July shipment dates.

South Korea has purchased a further full Panamax of maize for late March or early April dates.

Taiwan has purchased another Panamax of maize for similar dates.

There is speculation that India may further reduce import tariffs on edible oils so as to control inflation. This could lead to further imports.

San Lorenzo, ACA Berth:

ACA berth in San Lorenzo is not operating due to a navigational incident occurred over the week-end. At this moment the berth is being surveyed for damages

Garbage Control

Garbage Control in Argentina has reverted from Coast Guard back to SENASA. With a return to SENASA there may be more frequent inspections. Masters are encouraged to pay special attention to stored quantities and securing of the garbage containers. These items were subject to special scrutiny by inspectors. The situation is being monitored closely and Masters will be pre-advised.


Crew changes in Argentina:

Crew will only be allowed to disembark when a serious medical issue occurs.

In such a case a medical board will evaluate the situation and decide.

PLEASE CONSULT US PRIOR COMMENCING PROCEDURES.

Crew changes made at foreign port/s 14 days prior arrival at Argentine ports: Besides many other documents and certificates, these below are of special concern:

-Owner’s Crew changes protocol at foreign countries.

-Owner’s note (with signature and stamp of the Captain and Owners company) clarifying that the crew change was carried out taking all due precautions, etc.

-Medical certificate issued by certified professional in the country where the crew joined, not the country of origin.

-Covid test, PCR, for on-signers at port of boarding (not country of origin).

Lacking any of above (besides all usual documents) pilots will not be allowed to board until a 14 day period is counted starting from the moment the last crew-member has boarded.
