Upriver Draft

In view of the ongoing developing situation and different communications and instructions being issued by Sanitary Authorities of the Argentine Government we have chosen to send a consolidated daily report at the closing of working hours with an update of the day’s news.

-National Holidays: Next National Holiday is Friday May 01st, Labor Day.

-Covid-19 National Quarantine: The President announced that the National Quarantine, with severe restrictions on people’s movements is to remain in force until April 26th at the earliest. It is rumoured that schools will only re-open Early August in the most optimistic scenario.

-Covid-19 National Quarantine: A proposal has been made to the Sanitary Authority and the CoastGuard to exempt liner container vessels, tanker and general cargo vessels from the Sanitary screening upon taking pilots at Recalada. Many of these vessels were unduly delayed and if the proposal is accepted they will enter directly, after boarding pilots at Recalada. The usual, thorough examination by Sanitary Authority will take place at berth. Once this is implemented we will advise you. Specifically, vessels considered to be in the tramp trade will continue to be screened. As soon as this is implemented we will confirm.

-Upriver: WE WISH TO CALL YOUR ATTENTION TO THIS

Trust that you are reading our DRAFT REPORT sent during the morning. The maximum sailing draft from San Lorenzo and Rosario is 9.38 meters (30 feet 09 inches).

The max allowed draft at the main upriver Parana Ports is expected:

in the range of 31’02” by mid of April.

in the range of 31’05” by end of April

in the range of 32’00” by beg of May.

in the range of 32’05” by mid of May.

-Upriver: The mv AG VALOR, which grounded at San Lorenzo on March 30th and freed from grounding on March 31st remains anchored at Rosario Secondary Roads. She is on a draft of 9.97 meters (32 feet 09 inches) and it has therefore been decided to lighter her since it is not forecast that the River Parana draft will improve sufficiently for her to be able to proceed. We shall be reporting back when and where the lightering will take place.

-Upriver, Terminal 6: A small fire occurred at one of the railway discharge areas. It was quickly extinguished and does not affect the normal operations at the berth.

-San Nicolas: The port consortium issued a clarification of the rules to be applied for vessels berthing at New Port and the Elevator. All vessels must be granted Free Practique by Sanitary Authorities prior being granted berth. If vessels have sailed from an affected port more than 14 days and the Sanitary Authorities grant Free Practique then all will be as usual. For vessels that are within the 14 day quarantine period the Sanitary Authorities must first grant Free Practique and the Master will be required to supply further details of the crew’s medical condition and occurrences at the previous port of call. Agents will also be required to issue a sworn statement verifying the Master’s statements.

These requirements are less stringent than those applied at Necochea and Bahia Blanca. THIS IS NOT BEING APPLIED TO SIDERAR, ACINDAR, VILLA CONSTITUCION OR RAMALLO. These ports continue functioning in the same manner as Rosario and San Lorenzo.

-Necochea: The port remains open.

-Necochea and Bahia Blanca: The grain surveyors’ union are still keeping a “work to rule” and will only attend vessels in normal working hours. No work on Friday 10th and Saturday 11th 0700/1300. Monday to Friday 0700/1900 hrs.
